‘1975 Indira-Sheikh accord was never signed’ Kamal

Srinagar, Nov 2 (KNS): National Conference additional general secretary and chief spokesperson Dr Mustafa Kamal Wednesday continued his tirade against coalition partner Congress saying “it was out of compulsion that NC former government with them.”He also said that 1975 agreement between then Prime Minister Indira Gandhi and then Chief Minister Sheikh Mohammad Abdullah was “incomplete and there were no signatures on it.”
“Congress never fulfilled its promises made with the people of Kashmir. From ‘Sky is the limit’ in 1996 to interlocutors report, no promise has been kept. Dr Manmohan Singh constituted Working Groups and then buried them,” Dr Kamal told KNS.
He said how PCC president Prof Saif-ud-Din Soz can say Omar Abdullah didn’t inform him and took him into confidence before announcing AFSPA would be revoked from certain areas.
“When Congress leadership in Delhi say it was under purview from last year, how is it possible Soz sahib didn’t know it,” he asked.
Talking tough on Congress he said, “Who are they to dictate terms on us? Misunderstands have been created by them. They say Army needs AFSPA. If they (Congress) need Army let them use it on them why they us it on us,” he added.
Asked why NC has bowed before Congress over revocation of AFSPA, Dr Kamal said, “Omar and his government is on course to revoke it.”
He revealed that his brother Dr Farooq called him in the morning advising him not to issue any statements against Congress. “Farooq sahib was angry with me. He spoke to me on phone and told me not to speak against Congress. But I have no hesitation in saying that Congress is a problem.”
Asked then why his party formed alliance with Congress, he said, “We did it in the interests of people though it hurts interests of the NC. It was a compulsion to have coalition with Congress.”
The NC leader hinted that he would continue his tirade against Congress. “Truth is more powerful than atom bomb,” he told KNS.
Dr Kamal also revealed that 1975 Agreement between then Prime Minister Indira Gandhi and then Chief Minister Sheikh Mohammad Abdullah was “incomplete and there were no signatures on it.”
“If version of Congress is right on 1975 agreement then why then Chief Minister Mir Qasim wrote in his book that the exercise wasn’t complete
Sheik and Indira had nominated G Parthasarthy and Mirza Afzal Beg to look into those laws which were passed between 1953 to 75 in violation to autonomy which J&K had. And they prepared a document on 86 laws out of 92. Rest of the five which included jurisdiction of Supreme Court, CAG, Election Commission, PM and sader-reiyast were left to Indiara and Sheikh to decide,” he said.
“Sheikh smelt rat in it. He was supposed to go to Delhi but when he didn’t get the assurance he refused to sign the document. Let them (Congress) show me signatures of Indira and Sheikh on the 1975 accord,” he asked.
The firebrand NC leader said that to discredit Sehikh, it is being shown that he agreed on all those laws passed between 1953-75. “They are insulting a political party which has been at forefront for the emancipation of people from 1938,” he added.
Dr Kamal said that accession of J&K with India was “conditional.” “According to Delhi Agreement J&K for all practical purposes is autonomous region in Indian union under constitutional guarantee.
What is the reason our country has not come with agreement with Pakistan. It is our country which went to UN and they are bound to solve it now. By postponing it they are adding miseries of the people and increasing risks of war,” he added.
Dr Kamal advised the Congress not to play tricks with NC. “They don’t seem to reconcile with the tragedy which happened with people and NC from 1953 till date. They are trying to erase the history. It will haunt them today and tomorrow. They should no longer play tricks with us,” he told KNS.
